【Artificial Graphite】Products Without License Banned from Export: 301 Violating Goods Seized by Shenzhen Customs
Recently, Shenzhen Bao'an Airport Customs intercepted a shipment of artificial graphite products, totaling 301 items.

During the inspection of a shipment declared as "melting crucibles," Customs found the graphite content to be unusually high. After sampling and testing, it was confirmed that the goods were artificial graphite products with a purity of 99.91%, bending strength of 42.1 MPa, and a density of 1.76 g/cm³, totaling 301 items weighing 115 kg.
The exporter was unable to provide the required "Dual-Use Items and Technology Export License."

Customs reminds that, according to Ministry of Commerce Announcement No. 51 of 2024 (Announcement on the Export Control List of Dual-Use Items), artificial graphite materials and products with high purity (>99.9%), high bending strength (>30 MPa), and high density (>1.73 g/cm³) are subject to national export control. Exporters must first obtain the "People's Republic of China Dual-Use Items and Technology Import and Export License" and declare it during the customs declaration process.
