EAEU to introduce quotas for Chinese graphite electrodes
The Eurasian Intergovernmental Council (EIC) has instructed the Eurasian Economic Commission (EEC) board to adopt a decision applying anti-dumping measures to graphite electrodes imported from China. The specified volumes will be 700 tonnes for Armenia, 1,000t for Belarus, and 1,000t for Kazakhstan. Imports within the quota will be exempted from anti-dumping duties upon confirmation of their intended use.
According to the instruction, the issue must be considered by the EEC board by 17 December 2025, the Commission says.
EEC recommended previously that graphite electrode consumers and manufacturers in the Eurasian Economic Union (EAEU) rebuild the supply chain and re-sign supply contracts. The obligation for manufacturers to sign a long-term supply contract is included as an attachment in this anti-dumping duty resolution.
EIC is a body of EAEU, consisting of the heads of government of the member countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia – which oversees the implementation of the Union's treaties.
