Since November 18, Handan B-grade & C-grade steel enterprise blast furnaces have stopped production by 30% and 50% separately! 

	On November 18, in order to effectively improve the atmospheric environmental quality of Handan, Handan city released the production control plan for key industries from November 18, 2021 to December 31, 2021.

 The specific regulation contents are as follows: 

（1） Steel industry. During the regulation period, all iron and steel enterprises shall ensure the reduction of crude steel output in the first stage according to the requirements of Hebei Province Department of industry and information technology and Hebei Province Department of ecological environment on the Issuance of "Hebei Province 2021-2022 Heating Season Iron and Steel Industry Off-peak Production Work Plan" (Hebei Ministry of Industry and Information Technology Original Letter (2021) No. 941), EAF graphite electrode products for reference.

At the same time, A-grade iron and steel enterprises independently take emission reduction measures in combination with the actual situation; B-grade iron and steel enterprises stop production of blast furnaces by more than 30% (including) (based on the number of blast furnaces); More than 50% (including) of blast furnace shutdown in C-grade iron and steel enterprises (based on the number of blast furnaces); Blast furnace cooling furnace of D-grade iron and steel enterprise. The shutdown proportion of sintering machine, shaft furnace (including rotary kiln), converter, lime kiln and other supporting production equipment shall not be lower than that of blast furnace (calculated by production line). Independent pellet enterprises stop production for maintenance. Blast furnaces with a capacity of less than 1000 cubic meters and converters with a capacity of less than 100 tons shut down before November 15 will no longer be given production load; According to the requirements of the "back ten" plan, the blast furnaces with less than 1000 cubic meters and converters with less than 100 tons shut down before the end of the year will stop charging from the 18th, and all will be shut down before November 23.   

（2） Coking industry. Coking enterprises extend the coking time to 48 hours for side charging coke and 36 hours for top charging coke (Jinniu Tiantie Coal Coking Co., Ltd. extends the coking time to 48 hours). At night (late 20∶00 to the next morning 8∶00), the coke outlet of the coke oven shall be controlled within 27 holes, and it shall be adjusted in place within 3 days from the 18th.   

（3）Cement industry. Implement emission reduction measures in accordance with the requirements of Hebei Provincial Department of Industry and Information Technology and Hebei Provincial Department of Ecology and Environment on Printing and Distributing the Work Plan of Hebei Province cement Staggered Peak Production (Hebei Ministry of Industry and Information Technology Original Letter (2021) No. 730). 

（4） Brick and tile industry, zinc oxide industry, glass industry, building ceramics industry, rock wool industry, carbon industry stop production for maintenance.   

（5） Lime industry. Enterprises that fail to complete the in-depth treatment task in 2021 in accordance with the comprehensive treatment plan for air pollution in brick and tile, lime and refractory industries of Handan City (Handan Air Pollution Prevention and Control Leading Group Office [2021] No. 46), do not match with iron and steel enterprises, do not connect online monitoring facilities with the municipal ecological environment department, and use coal or blue carbon as fuel, production load will not be given temporarily.   

（6） Casting industry. Casting enterprises in core areas (Congtai District, Hanshan District, Yongnian District, Feixiang District, Fengfeng mining area, the same below) stop production for maintenance. Casting enterprises in key areas (Fuxing District, Wu'an city, Cixian County, Southern Hebei New Area) organize production by 10% on the basis of production restriction ratio in September and October, and casting enterprises in other areas organize production according to production restriction ratio in September and October.
