Approaching the end of the month, China's ferrous market as a whole experienced narrow fluctuations, downstream inquiries slightly increased, but actual transactions were generally moderate, and social inventories rose for seven consecutive weeks. As of August 28, the average rebar price in China was 3,253 CNY, up 3 CNY from the end of last week.

Regarding raw materials, the scrap steel market fluctuated this week. The average procurement price of scrap steel for electric arc furnaces increased by 10 CNY from last week to 2,196 CNY (excluding tax), and the profit of EAF steel plants slightly decreased. According to statistics, as of August 28, the capacity utilization rate of 135 EAF steel plants nationwide was 46.32%, down 0.817% from last week. EAF steel output was 292,700 tons/day, declining for three consecutive weeks.

Recently, five ministries issued the "Steel Industry Stable Growth Work Plan (2025-2026)," which did not set clear target values specifically for EAF steel. Without strong policy stimulus, the EAF steel industry still relies largely on its own momentum. For example, the EU recently announced that the Carbon Border Adjustment Mechanism (CBAM) will officially take effect as planned on January 1, 2026. This will increase pressure on steel enterprises to reduce emissions and is favorable for promoting the initiative of China's large steel mills to install new electric arc furnaces.
